Maintenance of CommunityCenter and Civic Center

History/Observations/Current Conditions:

  • From 1982 until 2007 the Department of Parks and Recreation Department was 100% responsible for Maintenance/Daily Cleaning as well as Program Management of the Sevierville Community Center. The Community Center opened in July 1982.
  • From 1998 until 2007 the Department of Parks and Recreation Department was 100% responsible for Maintenance/Daily Cleaning as well as Program Management of the Sevierville Civic Center. The Civic Center opened in March 1998.
  • In 2007 City Management created the Department of Facilities Maintenance then divided both the personnel and physical resources of the Parks and Recreation Maintenance Division. The original intent was for Facility Maintenance to assume total responsibility for inside Maintenance/Daily Cleaning of both the Community and Civic Center’s.
  • Unfortunately, City Management did not clearly define the roles and responsibilities within in each building and because ‘certain things had been done certain ways’ for so many years challenges surfaced. These two buildings operate much differently than standard City Office and Administrative Buildings; thus, over the next few years there was much confusion and on whom was responsible for what for daily maintenance/cleaning and annual maintenance. Over time both the Facilities Maintenance Department and the Parks and Recreation Department Staffs have “made this work” with both departments assuming some responsibility for cleaning and major upkeep and repairs of the buildings. However, only the Parks and Recreation is responsible for Programming these public facilities which many times requires a more flexible approach to cleaning and major improvements. In addition, there still exists gaps of times without any Maintenance Staff available during operational hours of these buildings. This requires cleaning from both departments and both have worked to make this successful. But the fact remains that some Parks and Recreation Programming Personnel many times become responsible for aspects of cleaning in both buildings; which technically is not part of their duties.
  • Given the fact that these buildings are opened seven days per week and many times 16+ hours per day; it takes both departments to cover the ever changing and challenging of cleaning, programming and maintenance of these buildings which are unique because they are used by the Public for recreation, meetings, weddings, public meetings, exercise and children’s programming. Such requirements such as setup and take downs become challenging and do from time to time require coordination and cooperation to prepare the buildings both before and after the conclusion of events.
  • On the following pages are Building Footprints in both in color and in print; with the attempt to identify the responsibilities and challenges as to how the current system is either working or where gaps might exist.
  • It should be noted that both the Facilities Maintenance and the Parks and Recreation Departments work hard and coordinate and communicate to provide a clean, safe and professional facility for the paying and non-paying public for both facilities.
