SPD Lieutenant Nelms graduates from FBI National Academy

On September 12, 2024, 254 law enforcement officers graduated from the FBI National Academy Program (FBINA) at Quantico, Virginia. Sevierville Police Department Lieutenant Robbie Nelms completed the FBINA as part of the 291st session. Internationally known for its academic excellence, the FBINA provides ten weeks of advanced investigative, management and fitness training for selected officers having proven records as professionals within their agencies.
“The FBI National Academy is one of the most prestigious and respected law enforcement programs in the United States,” SPD Chief Joseph Manning said. “Lieutenant Nelms, who leads a patrol shift and is a member of the department SWAT team and Honor Guard, is an important leader in our department and plays a vital role in our community.”
Leaders and managers of state, local, county, tribal police, military, federal, and international law enforcement agencies attend the FBI National Academy. Participation is by invitation only, through a nomination process. Participants are drawn from every U.S. state and territory and from international partner nations.
According to the FBI, session 291 included men and women from 47 states, the District of Columbia, and Guam. The class included members of law enforcement agencies from 26 countries, seven military organizations, and seven federal civilian organizations.

The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. The 10-week program—which provides coursework in intelligence theory, terrorism and terrorist mindsets, management science, law, behavioral science, law enforcement communication, and forensic science—serves to improve the administration of justice in police departments and agencies at home and abroad and to raise law enforcement standards, knowledge, and cooperation worldwide.
The course of study
Sessions of approximately 265 officers take undergraduate and/or graduate courses at the FBI campus in Quantico, Virginia. Classes are offered in a diverse set of areas and officers participate in a wide range of leadership and specialized trainings. Officers share ideas, techniques, and experiences with each other and create lifelong partnerships that transcend state and national borders.
