Officers Arrest Three Persons After Extended Stand-off

On Sunday morning, December 3, 2023, Sevierville Police Department officers received information that three persons (Bobbie L. Gibson, Jonathan E. Pope, Amber G. Huggins-see warrant information below) with active warrants were at a residence on Ridge Road. Officers went to the location at approximately 10:25 a.m. to serve the warrants. After repeated requests by officers, the persons refused to exit the residence and surrender.
At approximately 12:10 p.m., SPD SWAT was called-out to the scene. A command post was established at Sevierville City Park and SPD negotiators were also called-out. Over the next several hours, SWAT officers and negotiators made numerous announcements and requests for surrender to no avail.
Officers were aware that two elderly persons were inside the residence, in addition to the three wanted persons. Officers were able to convince one elderly person to exit. Upon learning the other elderly person was in a wheelchair and unable to exit on his own, SWAT officers entered the residence and quickly removed the person.
After the two elderly persons were out of the residence, SWAT officers deployed chemical munitions and utilized a police canine and drone. Jonathan Pope eventually surrendered and exited the residence. SWAT officers subsequently entered the residence and apprehended Bobbie Gibson and Amber Huggins at approximately 3:35 p.m.
The Sevier County Ambulance Service and Sevierville Fire Department provided assistance during the incident.
In addition to the outstanding warrants listed below, all three persons were charged with evading arrest pertaining to the 12-03-23 incident.

Bobbie L. Gibson, 47-years old:
Driving while suspended
Criminal impersonation
Possession, delivery and sale of methamphetamine
Simple possession
Assault on a first responder
Evading arrest
Resisting arrest
Impersonating a licensed professional
Forgery.
Jonathan E. Pope, 28-years old:
Violation of probation.
Amber G. Huggins, 46-years old:
False reports.
