PUBLIC HEARING ON PROPOSED CODE OF ORDINANCES

Notice is hereby given that a public hearing on the adoption of a municipal code of ordinances will be held by the Board of Mayor and Aldermen of the City of Sevierville, Tennessee, at 6 p.m. on the August 5, 2013, in the Sevierville Civic Center Council Hall. A copy of the proposed code of ordinances is available in the City Administration office for anyone who desires to examine it in advance of the hearing.

Notice is also given that the proposed new code of ordinances contains new provisions of a penal nature. The general penalty prescribed for violations of the code is set forth in section 5 of the adopting ordinance. See page ORD-2 in the code

MEDIA RELEASE: SPD Schedules Kids Police Camp 

The Sevierville Police Department (SPD) has scheduled a Kids Police Camp for kids from Monday, June 17, 2013 through Friday, June 21, 2013. Camp will take place daily from 8:00AM - 4:00PM. 

The purpose of Police Camp is to provide the opportunity for young men and women, 12 -14 years of age, to learn basic police skills in a SAFE, organized and structured environment.  Activities and classes will be conducted primarily at the Sevierville Police Department, with field trips planned to the Gatlinburg Sportsman’s Club. 

The camp director and staff are comprised of professional police officers that are trained and experienced law enforcement instructors.  All Police Camp activities will be supervised and controlled by the camp staff.  Parents are welcome and encouraged to visit the camp in progress at their convenience.  

Planned activities include self-defense, safety with firearms, police radio procedures, fingerprinting and many other duties performed by police officers.  Campers will also take part in practical exercises simulating situations such as searching buildings and stopping vehicles.   

Registration packets for the program are currently available at the Sevierville Police Department (300 Gary R. Wade Blvd.). The camp fee is $75.00 for the week.  Applicants are required to complete the Police Camp registration form and return the last three pages (Registration; Medical Information; Immunization/release) with a $25.00 non-refundable deposit check made payable to the Sevierville Police Department.  Enrollment is limited to the first 24 applicants. If an applicant is not accepted, the full deposit will be returned and a documented explanation of the decision will be provided.

MEDIA RELEASE: Temporary Closure of Section of Snapp Road

The City of Sevierville Department of Public Works has scheduled a temporary closure of a section of Snapp Road beginning Monday, May 13, 2013. Weather and other conditions permitting, the work should be completed by 5:00PM on Friday, May 17, 2013. 

Snapp Road, between Ernest McMahan Road and River Colony Court will be closed to thru traffic each day from approximately 7:00AM-5:00PM. Motorists should consider taking an alternate route around this work zone. 

Workers will be installing drain tiles.

MEDIA RELEASE: SPD Recognizes National Police Week

The City of Sevierville Police Department (SPD) is proud to recognize May 12-18, 2013 as National Police Week. In 1962, President John F. Kennedy designated May 15 as National Peace Officers Memorial Day, to honor those that have paid the ultimate sacrifice. SPD officers, along with tens of thousands of officers across our nation, will recognize those officers who have lost their lives protecting others. 

The week holds a special significance for the Sevierville Police Department, which lost an officer in the line of duty. On Sunday, July 20, 1941, SPD Chief L. Newton “Newt” Bogart was fatally shot on the corner of Main Street and Court Avenue by a man he had arrested the previous day. 

A photo of Chief Bogart, is on display in the SPD lobby. Well-known artist Robert Tino, owner of Tino Galleries in Sevierville, donated his reframing services for the photo. Shown in the attached photo alongside the Chief Bogart photo are Robert Tino (left) and SPD Chief Don Myers. 

“Our men and women of law enforcement, who protect and serve us every day, are an important but often overlooked element of our quality of life,” said Sevierville Mayor Bryan Atchley. “I hope everyone can take a moment during National Police Week to remember that many officers have given their lives so that we can be safe in our communities.”

MEDIA RELEASE: Season Opening of Sevierville Family Aquatic Center

The City of Sevierville Department of Parks and Recreation announces the opening of the Family Aquatic Center (outdoor pool, slide and splash play area) at City Park for the summer season on Saturday, May 25, 2013.

The operating hours for the season are 11AM-6PM Monday-Friday; 11AM-5PM Saturday and 1PM-5PM Sunday. (The Family Aquatic Center will close @ 3:30PM due to swim meets on June 25 and July 2; and at 4:30PM on June 11.)

Admission is $5.00 for adults, $4.00 for children and senior adults, and $2.50 for spectators. A 25-visit pass is $50.00 for adults and $37.50 for children/seniors. Group rates are also available.

MEDIA RELEASE: Temporary Lane Closures For Triathlon Event

The City of Sevierville Department of Parks and Recreation will be holding their third annual Triathlon on Saturday, May 18, 2013. The event will necessitate the following temporary lane closures.

  • Dolly Parton Parkway: Right eastbound travel lane from Gary Wade Boulevard to Veterans Boulevard.

  • Veterans Boulevard: right southbound lane from Dolly Parton Parkway to Centerview Road.

These lane closures will be in effect from approximately 6:30AM-9:00AM. Motorists should exercise caution on these roads during the event. Possible short term delays may occur.

Triathlon participants will also be present on or near the following roads during the event: Park Road; Eastgate Road; High Street; Gary Wade Boulevard; Forge Hideaway; and Ridge Road.

MEDIA RELEASE: Temporary Street Closures and Courthouse Early Closure For Bloomin’ Barbeque and Bluegrass Special Event

The annual City of Sevierville Bloomin’ Barbeque & Bluegrass event will take place downtown on May 17 and 18, 2013. To facilitate the event, several streets must be temporarily closed, and the Sevier County Courthouse will close early on May 16.

The following streets and parking areas will close at 7:00PM on Thursday May 16:

  • Bruce Street: from the Parkway to Court Ave.

  • Bruce Street: westbound lane from Court Avenue to Citizens National Bank.

  • Court Avenue: from Bruce Street to Commerce Street.

  • Court Avenue: northbound lane from Bruce Street to Joy Street.

The following roads will be closed beginning at 1:00PM on May 17:

  • Bruce Street: from the Parkway to Citizens National Bank.

  • Court Avenue: from Joy Street to Sevier County Bank.

  • Commerce Street.

All non-event vehicles must be out of the event area by 1:30PM on May 17.

The Sevier County Courthouse will close at 1:00PM on May 17.

All streets and parking areas will reopen on Sunday, May 19, at approximately 11AM.

MEDIA RELEASE: SFD Child Car Safety Seat Inspection Scheduled

The City of Sevierville Fire Department (SFD) has scheduled a Child Car Safety Seat Inspection from 5:00PM-8:00PM on Thursday, May 9, 2013 at the Collier Drive Sub-Station (423 Collier Drive) in Sevierville.

SFD firefighters will also be available to provide fire safety tips, demonstrate proper use of fire extinguishers and installation of smoke alarms.

Nationally, over 90% of child car safety seats are improperly installed.  In fact, over 40% of child fatalities in traffic accidents are due to improperly installed child car safety seats. Certified SFD technicians will be available to perform inspections of the seats, demonstrate proper installation techniques and offer general assistance.

Inspectors have also learned that many child car safety seats are no longer safe due to past accidents, the age of the seat, manufacturer recalls or missing parts.

Please join the SFD in this effort to keep our children as safe as possible while riding in a car.

Additional child car safety seat inspections will be offered by the SFD throughout 2013.

MEDIA RELEASE: City Offers Online Bill Pay Option

In an ongoing effort to improve customer service, the City of Sevierville is now offering an online bill pay option for our water and sewer customers.

Beginning May 1, customers can take advantage of this convenient option at the City website (www.seviervilletn.org). From the main page, just follow the online bill payment instructions to set-up your payment account. The process is fast and easy.

“We are excited to add this payment option for our water and sewer customers,” said City Finance Director Lynn McClurg. “Online bill payment is the preferred choice of many people, so we hope this service will be popular.”

Once an account has been established, customers can pay their bill with a Visa or Master Card and view their account information. A $2.25 convenience fee will be added to each transaction to cover administrative and credit card company processing costs (customers may set-up an on-line account to view their information at no charge).

As always, customers may choose to pay their bills at Sevierville City Hall during normal operating hours; at the drop box located in the median at the Municipal Complex; or via participating area banks.

MEDIA RELEASE: Maintenance Scheduled on Snapp Road

The City of Sevierville Department of Public Works has scheduled work on Snapp Road beginning the week of May 6, 2013. Weather and other conditions permitting, the work should take approximately two weeks to complete.

Workers will be present daily from approximately 7:00AM-5:00PM. Traffic will be maintained, however motorists should expect delays, especially during heavy traffic periods. Short closures may also occur to facilitate equipment movement and worker safety.

The project involves installation of drain tiles and road surface repairs.

MEDIA RELEASE: REVISED SCHEDULE - Sevierville Police Department Schedules Collision Avoidance Training for Teen Drivers

The dates for the upcoming Collision Avoidance Training have been changed; the new dates are Friday, May 17 and Saturday, May 18, 2013. (Original dates were May 3 and May 4.)

In an effort to improve the driving abilities and overall safety of younger drivers, the Sevierville Police Department (SPD) has scheduled a 12-hour Collision Avoidance Training (CAT) seminar on May 17 (4:45PM-9PM @ SPD) and May 18 (7:45AM-5PM @ the Sevierville Convention Center). The training is for drivers aged 16-20 years old who have a valid driver’s license (participants are required to provide their own vehicle and have current insurance). The seminar is taught by SPD Officers utilizing a nationally proven program. The program fee of $60.00 covers course materials and instructors. Registration is limited to ten students.

Participants will receive both classroom and practical driving in a controlled environment utilizing their own vehicle, so that they can become familiar with the vehicle they will likely be driving on the road. We all learn many valuable lessons through mistakes; drivers will have opportunities to make mistakes on a designed driving course with a qualified instructor in their vehicle. Participants will better understand the limits of their vehicles and their own driving ability.

Participants will receive instruction and practical experience in evasive maneuvers, cornering, backing, skid recovery, off-road recovery and emergency braking. The training will provide young drivers with the knowledge and skills to be safer and less likely to experience serious collisions.

“Because of the high traffic volume in our community, we experience a significant number of traffic collisions,” said SPD Chief Don Myers. “The CAT program will improve the safety of our young drivers; I urge all parents to seriously consider this training.”

Nationally over 60% of all new drivers will be involved in a crash within the first twelve months of getting their driver’s license. Over 40% of those crashes will result in the driver being hospitalized. 

During the past 10 years thousands of teens have completed this program and less that 6% of the students have been involved in a severe crash. CAT students also receive 60% fewer traffic citations than students that have not attended the class.

MEDIA RELEASE: SPD Expands Mall Watch to Include ALERT Program

The City of Sevierville Police Department (SPD) organized their Mall Watch program in 2009 to assist retail businesses in preventing and prosecuting shoplifting and other retail crimes. Mall Watch is patterned after the well-known Neighborhood Watch programs; retailers share timely information on crimes and suspects with SPD officers, who then disseminate the information to other retailers via email and fax. The program has proven extremely valuable. This year in January and February alone, the program has resulted in fifteen criminal charges.

The ALERT (Area Law Enforcement and Retailer Team) program will build upon the success of Mall Watch by creating a team of law enforcement officers, business loss prevention personnel and managers to more efficiently and effectively deal with retail crime. ALERT will focus on the timely distribution and use of security video and photos, as well as disseminating information and photos of known shoplifters.

SPD Officer Rebecca Cowan, who organized Mall Watch, is also leading the ALERT program. A meeting for retail loss prevention officers and managers has been scheduled for 12:00PM Monday, March 18, 2013 at the Sevierville Police Department. MEDIA RELEASE: City Installing New Traffic Control Technology For Left Turns

The City of Sevierville has started installing new traffic control technology at selected intersections, designed to prevent accidents and improve traffic flow for vehicles making left turns.

The new left turn signal technology, called “flashing yellow arrow”, incorporates the usual green/yellow/red signal indication colors that motorists recognize on standard traffic signals. Additionally, the flashing yellow arrow indicates that left turns are permitted but must yield to oncoming traffic and pedestrians.

City contractors are in the process of installing the new signals at two intersections on Highway 66: Highway 338 (Douglas Dam Road); and CVS Pharmacy/Buddy’s BBQ. The flashing yellow arrow technology will be present for vehicles traveling both north and south on Highway 66 at these intersections. The new signals should be operational by March 15, 2013.

A study released in 2007 (National Cooperative Highway Research Program Report 493)for the Federal Highway Administration indicated that the flashing yellow arrow helped reduce crashes, improved left turn efficiency, and provided additional traffic management flexibility.

MEDIA RELEASE: Construction Scheduled For New Downtown Parking Lot

The City of Sevierville and Public Building Authority (PBA) announce that contractors will soon begin construction of a new public downtown parking lot. The new surface-level parking lot, which will consist of 77 parking spaces (including 5 handicapped spaces), a gazebo, several park benches and landscaping, will be built at the location of the existing public parking lot on the north side of Bruce Street, between Court Avenue and the Parkway.

Contractors may begin work on or after Monday, February 25, 2013. The work is expected to be completed no later than June 28, 2013. During this construction period, no vehicles will be permitted to park or otherwise utilize the parking lot area. (During the annual Bloomin’ Barbeque and Bluegrass special event in May, approved contestant vehicles may be permitted to use the parking lot.)

The City and PBA are excited about adding additional parking to the downtown area as well as enhancing the appearance and functionality of the current parking lot. Please bear with us during the construction period; we are confident the new parking lot will be worth the wait.

The City of Sevierville Water Department has scheduled a temporary water outage beginning at approximately 9:15PM on Wednesday, March 6, 2013 for customers in the following downtown area:

  • Bruce Street, from Court Avenue to the Parkway.

Weather and other conditions permitting, the outage will last about four hours.

The outage is necessary so that a fire hydrant can be relocated as a result of the construction of the new downtown public parking lot on Bruce Street.

MEDIA RELEASE: Sevierville Fire Department Fire Protection Rating Improves

What:   Sevierville Fire Department Fire Protection Rating Improves
Where:  Sevierville, TN
When:   Beginning May 1, 2013

The City of Sevierville Fire Department (SFD) fire protection rating, as determined by ISO, will improve beginning May 1, 2013.  The SFD’s current 4/9 Public Protection Classification (PPC) number will improve to 3/9.

ISO is a private company that evaluates a community’s ability to suppress fires. ISO’s ratings are utilized by over 47,000 communities to access their public fire protection services and also by insurance companies to determine customer insurance premiums. The PPC number represents the department’s fire protection capabilities, on a scale of 1-10 (generally, 1 indicates superior protection, 10 indicates a fire protection program that does not meet ISO’s minimum criteria).

Sevierville’s split rating (3/9) represents a home or business being within five road miles of a fire station, and also being within 1,000 feet of a fire hydrant. The rating improvement represents, on average, a 10% reduction on homeowner’s fire insurance premiums and a 1-3% reduction on businesses’ fire insurance premiums.
